摘  要:随着电力市场的进一步开放,电力作为商品在市场中进行交易,电量的大小也影响着交易的价格。但是如果发生了计量差错,造成历史结算的电量与实际用电量不一致,需要开展电费退补调整时,会给市场化交易结算带来新的问题,如历史电量使用时间已超出结算周期、追补电量与计划用电量会存在较大偏差、价格改变等。文章结合实际案例,提出一种分时段追补的电量退补计算方法,减轻了退补历史电量对用户参与市场交易的影响,减少了偏差电量考核,保障供用电各方利益,为电力市场交易规则设计提供参考。With the further opening of electricity market,electricity is traded as a commodity in the market,and the quantity of electricity also affects the price of the transaction.However,if a metering error occurs,which results in a discrepancy between the historically settled electricity consumption and the actual electricity consumption,electricity bill refund and compensation adjustments need to be carried out,which will bring new problems to market-oriented transaction settlement.These problems include the historical electricity consumption exceeding the settlement period,significant deviation between the recovered electricity consumption and the planned electricity consumption,the changes of price etc.Based on a actual case,a method for calculating the amount of power refunded and compensated in different periods is proposed in this paper,which reduces the impact of historical power refunded and compensation on users'participation in market transactions.The proposed method also reduces the deviation of electricity assessment and ensures the interes ts of all parties involved in power supply and consumption.The study provides a reference for the design of the electricity market trading rules.
