摘　　要：“稳就业”是“六稳”工作之首,是当前各级政府的重要任务。新形势下,新生代农民工既面临新的发展机遇,也面临经济下行压力、产业结构调整,以及技术升级加速所带来的就业风险。作为应对新生代农民工就业风险的重要举措,我国在新生代农民工职业能力开发方面取得了一定成就,但还面临职业能力整体开发度低、各部门协调性较弱和线上培训资源建设滞后的挑战。为积极防范新生代农民工就业风险,实现新生代农民工“稳就业”的目标,需要优化职业能力项目开发机制,提升新生代农民工职业能力的开发度;整合资源,加强新生代农民工职业能力开发协同;适应新形势,推进“互联网+”新生代农民工职业能力开发培训资源建设。“Stable employment”is top priority of the“six stabilities”and a vital task of governments at all levels.Under the new situation,the new generation of migrant workers face not only new development opportunities,but also employment risks brought about by economic downturn,industrial restructuring,and the acceleration of technological upgrading.China has made some achievements in the development of the vocational ability of the new generation migrant workers,but it also faces the challenges of low overall development of vocational ability,weak coordination among departments and lagging construction of online training resources.In order to prevent the employment risks faced by the new generation of migrant workers and achieve the goal of“stable employment”for them,it is necessary to optimize the development mechanism of vocational skill projects and improve the development of the vocational skills of these workers;to integrate resources and strengthen the coordination of vocational skill development of these workers;and to promote the construction of“Internet+”vocational skills development and training resources in the new situation.
