摘 要:“双减”是推动义务教育高质量发展的重要举措。回归育人初心是“双减”的价值追求。然而在实施中,“双减”却遭遇了多元主体认知偏差与价值取向间冲突形成的心理阻力、实施的制度供给不足与路径依赖形成的制度阻力、多元主体观念与诉求不对称形成的价值阻力、“双减”政策的可操作性不强与伦理性薄弱的实际阻力。化解上述阻力的有效策略是匡正传统育人观念,提升综合教学素养;优化政策内容,加大资源投入;完善制度供给,推动政策深入实施;建立政策动态反馈与专家决策机制,常态化动态调整配套方案。The“Double Reduction”policy is an important measure to promote the high-quality development of compulsory education.Its value and purpose are to return to the original intention of educating people.However,the implementation of the“Double Reduction”policy has encountered psychological resistance caused by the cognitive bias and conflicting values of multiple subjects,institutional resistance caused by the lack of institutional supply and path dependence,value resistance caused by the asymmetry of outlooks and demands of multiple subjects,and practical resistance caused by the weak operability and ethics of the policy itself.Effective strategies to resolve the above-mentioned resistance include correcting the traditional concept of education and improving comprehensive teaching attainment;optimizing the policy content and increasing the resource input;improving the system supply and promoting the in-depth implementation of the policy;establishing a dynamic feedback and expert decision-making mechanism and adjusting the supporting schemes dynamically on a regular basis.
