摘　　要：区级政府数字化转型对数字政府战略目标落地起着重要作用。基于史密斯政策执行过程模型和政府数字化转型实践情况,从“理想化的政策”“执行机构”“目标群体”和“环境因素”四个方面构建区级政府数字化转型政策执行过程分析框架并具体剖析,厘清政策执行过程中四要素内部及彼此间的正向和负向关系,对负向关系进行处理与反馈,在“理想化的政策”“执行机构”“目标群体”和“环境因素”四个层面不断采取措施调适。根据现有情境,提出国家出配套政策,地方出专项政策;执行机构对内数字管理,对外精准服务;目标群体拥抱数字场景,收获便捷便利;用数字技术赋能社会各领域,全力配合助力区级政府数字化转型和实现数字政府的政策目标。The digital transformation of district-level government plays an important role in implementation of the strategic objectives of digital government.Based on Smith’s policy implementation process model and the practice of government’s digital transformation,the paper constructs an analysis framework of the implementation process of district-level government’s digital transformation policy from four aspects of“idealized policy”“executive agency”“target group”and“environmental factors”.The study shows that the internal and mutual positive and negative relationships among the four elements in the process of policy implementation.To deal with the negative relationship and feedback,it is essential to continuously adjust four levels of measures.According to the existing situation,the national supporting policies,local special policies;the implementation agency of internal digital management and external precision service;the target group embrace the digital scene,harvest convenience;digital technology enables all fields of society;the four elements fully cooperate to assist the district-level government in digital transformation and achieve the policy objectives of digital government.
