摘　　要：基于“结构-过程-结果”模型理论框架,系统阐释当前医学科技伦理治理的深刻内涵,结合医院伦理治理的工作实际,从政策研究与运用、制度与工作创新、伦理审查与监督、伦理咨询与服务、教育培训与宣传5个过程要素的角度出发,剖析医院当前伦理治理的现实问题及其原因,提出相应的对策建议,包括:坚持党建引领,对接国家政策法规;强化核心工作,深耕内涵建设能力;提升共治能级,健全治理体制机制;夯实基础建设,探研学科发展潜力;优化资源配置,推动医学科技全面进步。Based on the theoretical framework of“Structure-Process-Outcome”model,the authors elucidated the profound connotation of ethical governance of biomedical science and technology.Furthermore,based on literature review and real-world practice,the authors analyzed the challenges in the ethical governance of biomedical science and technology in terms of policy research and application,system and work innovations,ethical review and supervision,ethical consultation and services,and education,training,and awareness-raising activities.The feasible solutions include:uphold the leadership of the Communist Party of China and adhere to national policies and guidelines;enhance the core endeavors and raise the capacity in connotation development;increase the level of coordination and optimize the governance mechanisms;promote research capacity-building and inspire the potential of discipline construction;and optimize resource allocation and promote the overall progress of biomedical science and technology.
