数字技术赋能养老服务的政策演进与优化路径研究——基于政策文本的量化分析

摘　　要：数字技术赋能养老服务产业是推动养老服务高质量发展的创新之举,需要政策的保驾护航,研究其政策演进及优化方向很有必要。基于国家发布的59份政策文件,采用内容分析法,借助Nvivo软件进行编码及量化处理,梳理不同阶段的政策特征和主要内容,研究发现养老服务政策在2013年之后完善较快,涵盖目标引导、要素支持、规范保障等多方面内容,打破部际壁垒向协同发力演进,借助数字技术赋能养老服务的政策思路逐渐清晰。在此基础上,深入探究其赋能逻辑和赋能机制,并从理念推动、制度创新、落地有声三个角度提出政策优化路径。The healthy development of pension services requires appropriate policy intervention.Enabling the pension service industry with digital technology is an innovative move to promote the high-quality development of pension services,which needs more escort of the policies.Therefore,it is necessary to study the evolution and optimization direction of its policies.Fifty nine policy documents issued at the national level were selected,encoded and quantified with the help of Nvivo software by using content analysis method,and the policy characteristics and main contents at different stages were sorted out.It is found that the pension service policy has improved rapidly after 2013,covering multiple aspects such as target guidance,factor support,normative security,etc.,breaking the inter-ministerial barriers to the evolution of synergy,and gradually clarifying the policy ideas of enabling pension services with the help of digital technology.Based on this,this paper explores the enabling logic and enabling mechanism of digital technology in depth,and puts forward the policy optimization path from three perspectives:concept promotion,system innovation and sound implementation.
