摘  要:评判制造业数字绿色创新发展效果是实现“双碳”目标和促进数字经济发展的关键机制,但目前相关研究缺乏实证分析、指标权重单一,因此,依据新发展理念构建涵盖绿色发展、创新驱动、数字经济、高效竞争、风险控制5个维度的制造业数字绿色创新发展评价指标体系,以京津冀地区为例,基于区域资源禀赋,运用模糊层次分析法和熵权模型分别对不同地区设立组合权重,利用其2011—2020年制造业面板数据,运用改进模糊综合分析法综合评价制造业数字绿色创新发展效果。结果表明:(1)京津冀制造业数字绿色创新发展态势良好,其中河北综合水平增速最快,北京综合水平虽仍在稳步上升但增速较慢,天津的综合水平则不容乐观;(2)污染排放和数字基础设施是影响京津冀制造业数字绿色创新发展的核心因素;(3)京津冀制造业数字绿色创新发展在5个维度的占比呈现协调融合态势,其中数字经济占比逐步扩大、发展态势良好,同时可见河北和北京应更关注风险控制,而天津则应在高效竞争方面增强制造业数字绿色创新发展能效。根据研究结论,对京津冀制造业数字绿色创新发展提出加强数字经济建设、提高风险控制水平、发挥地区引领作用、促进协同发展等建议。The evaluation of the development effect of digital green innovation(DGI) in manufacturing industry is a key mechanism to achieve carbon peaking and carbon neutrality goals,and promote the development of digital economy.However,there is a lack of empirical analysis and a single index weight.Therefore,based on the new development concept,an evaluation index system for the DGI development of manufacturing industry covering five dimensions,namely green development,innovation-driven development,digital economy,efficient competition and risk control,is constructed.Taking the Beijing-Tianjin-Hebei region as an example,based on regional resource endowment,this paper uses fuzzy analytic hierarchy process and entropy weight model to set up combined weights for different regions respectively,and based on the panel data of the manufacturing industry from 2011 to 2020,the development effect of DGI in the manufacturing industry is comprehensively evaluated by the improved fuzzy comprehensive analysis method.The results show that:(1) Beijing-Tianjin-Hebei manufacturing industry has a good trend of DGI development.Among them,Hebei has the fastest comprehensive growth rate,and Beijing's overall level is still rising steadily but at a slower pace,while Tianjin's comprehensive level is not optimistic.(2) Pollution emission and digital infrastructure are the core factors affecting the development of DGI in Beijing-Tianjin-Hebei manufacturing industry.(3) The proportion of the five dimensions of DGI development in Beijing-Tianjin-Hebei manufacturing industry shows a coordinated integration trend,the proportion of digital economy is gradually expanding and the development trend is good,meanwhile,Hebei and Beijing should pay more attention to risk control,Tianjin should enhance the efficiency of DGI in manufacturing industry in terms of efficient competition.According to the research conclusions,suggestions are put forward to strengthen the construction of digital economy,improve the level of risk control,play the leading role of the
