摘  要:工业化是世界经济发展的主题。我国工业起步较晚,配套人才培养体制机制不完善,高技能人才短缺。本文从高技能人才培养目标入手,阐述了高技能人才的功能定向,分析了高技能人才短缺的原因,构建出以高技能人才层级晋升、技能津贴为核心内容的高技能人才激励机制,论述了人才培养的途径,并介绍了高技能人才的评聘流程和日常管理。该机制的构建,可以调动工人钻研专业技能的积极性,从而有效解决高技能人才短缺问题。Industrialization is the theme of world economic development.However,due to China's late start in industrializing and the imperfect supporting talent training system and mechanism,there is a shortage of highly skilled talents.This article explains the objective of cultivating highly skilled talents,discusses the functional orientation of such professionals,and analyzes the reasons for the shortage of these talents.It then constructs an incentive mechanism to promote the cultivation of highly skilled professionals,with a core content of hierarchical promotion and skill allowances.The article also explores ways to cultivate talent and introduces the evaluation process and daily management of highly skilled professionals.This mechanism mobilizes workers to study their professional skills,effectively solving the problem of a shortage of highly skilled talent.
