摘 要:积极支持引导专业技术人才到艰苦边远地区和基层一线贡献才智、干事创业,是促进艰苦边远地区经济社会发展的重要措施。文章以我国西部三个艰苦边远地区调查数据为例,通过典型案例研究的方式呈现三个地区2016—2021年专业技术人才总体流动情况。数据分析发现,不同地区专业技术人才流动状况与经济社会发展水平息息相关,且不同行业、层级、学历、年龄专业技术人才流动状况不同。艰苦边远地区专业技术人才流动存在人才队伍不稳定,流动率较高以及政府引导力度不足、针对性不强等问题。建议加大政府引导专业技术人才流入艰苦边远地区的力度,加强薄弱环节建设,稳定专业技术人才队伍,推动艰苦边远地区专业技术人才合理有序流动。It is an important measure to promote the economic and social development of tough and remote areas to actively support and guide professional technical talents to contribute their talents and work for entrepreneurship in tough and remote areas and grassroots front-line areas.Taking the survey data of three tough and remote areas in western China as an example,this paper presents the overall flow of professional technical talents in the three areas from 2016 to 2021,as well as the flow of professional technical talents in different industries and at different classes,education levels and age levels through typical case studies.The survey shows that there are problems such as unstable professional technical talent team,high mobility rate,insufficient government guidance and weak pertinence in tough and remote areas.It is suggested that the government should increase efforts to guide professional technical talents to flow into tough and remote areas,strengthen the construction at weak links,stabilize the professional technical talent team,and promote the rational and orderly flow of professional technical talents in tough and remote areas.
