摘　　要：新冠疫情给全球供应链带来巨大冲击,究其原因主要为供需不确定性、企业资金短缺和管理者有限理性。于是有针对性地建立供应链应急管理决策体系:“分阶段鲁棒决策”应对不确定性;“融资运营联合决策”解决资金难题;“考虑行为偏好”克服有限理性,以期提升供应链的抗突能力和应急绩效。The COVID-19 has brought a huge impact on the global supply chain.The main reasons are the uncertainty of supply and demand,the shortage of funds in enterprises and the bounded rationality of managers.Therefore,a supply chain emergency management decision-making system has been purposefully established:“phased robust decision-making"to deal with the uncertainty,joint decision-making of financing and operation”to solve the capital problems,and“considering behavior preferences”to overcome the bounded rationality,in order to improve the emergency resistance ability and emergency performance of the supply chain.
