国土空间规划背景下青岛市路权规划探索

摘　　要：从路权分配存在的现实问题入手,响应以人为本、绿色低碳的发展要求,分析将路权规划融入国土空间规划的必要性和目的,提出与国土空间规划、交通规划体系相呼应的路权规划体系框架。在综合交通体系规划、交通专项规划、交通详细规划、交通设计各阶段规划中明确路权划分的理念、原则、设置要点和相关内容并进行逐级规划传导。将路权规划转化为公共政策,通过完善路权法规政策、编制路权规划技术标准、制定路权规划编制审批办法、加强路权规划的实施监督,为路权规划的实施提供支撑。以青岛市为例,结合正在开展的国土空间总体规划和综合交通体系规划,阐述青岛市对路权规划引导的探索,明确未来路权优化配置发展方向;结合道路功能定位提出各类道路路权分配指引和各城市功能分区路权规划指引,最后,评估了规划路权体系下不同交通方式的公平性提升水平。Referring to the existing issues in right-of-way allocation,and responding to the people-oriented,green,and low-carbon development requirements,this paper analyzes the necessity and purpose of integrating right-of-way planning into territorial spatial planning,and puts forward the framework.The concept,principles,critical points,and relevant contents of right-of-way allocation should be clearly defined and carried out step by step in each planning stage,including comprehensive transportation planning,special transportation planning,detailed transportation planning,and transportation design.Right-of-way planning should be viewed as a public policy,and supported by improving the regulations and policies,formulating the technical standards and approval methods,and strengthening the implementation supervision.Take Qingdao as an example,combined with the ongoing territorial spatial planning and comprehensive transportation planning,the paper introduces the practice of Qingdao's guidance on right-of-way planning,clarifies the development direction of optimal allocation of urban right-of-way in the future.The allocation guidance of various right-of-ways and the planning guidance of urban functional zoning right-of-ways are put forward.Finally,the paper evaluates the transportation equity improvement for different travel modes under right-of-way planning systems.
