摘　　要：“资源诅咒”可能阻碍经济社会的绿色可持续发展。发展经验表明,资源丰富往往与可持续发展之间存在负向关联。在使用非径向方向距离函数构造中国282个城市能源环境效率的基础上,从政商关系角度使用中介效应模型检验资源丰裕度对城市能源环境效率的影响。研究发现:矿产资源丰裕程度对地区能源环境效率具有显著的负向影响,这种影响主要由制度因素引起,即丰富的自然资源增加了地方政府的寻租激励,引发不利于包容性增长的政商关系,阻碍了绿色可持续发展的进程。而且,这种关联在不同地区、长短期、资源类型等方面存在系统差异。研究结论为资源丰裕地区提高能源环境效率、构建“清”型政商关系提供了经验证据和政策启示。Summary In the new era,constructing a novel form of pro-Qing state-business relations can aid in managing the government-enterprise relationship,motivating innovative drive among market players,and advancing China’s high-quality development.Nonetheless,numerous impediments hinder resource utilization efficiency and enterprise innovation in development and utilization of natural resource.A key obstacle is the non-transparent relationship between the state and businesses,which has drawn consistent criticism.As a result,government,industry,and academic circles have continued to focus on growth,social development,and environmental governance in resource-rich regions.The“resource curse”can have a negative impact on green and sustainable development.Empirical evidence indicates that a negative association between resource abundance and sustainable development is quite common.This paper aims to demonstrate the impact of resource abundance on energy-environmental efficiency,using the mediating effect model from the perspective of state-business relations.The study constructs the energy-environmental efficiency of 282 cities in China,using a non-radial distance function.The results indicate that natural resource abundance has a significant negative impact on regional energy-environmental efficiency.The increase in natural resource incentives for rent-seeking by local governments impairs state-business relations for inclusive growth,which curbs sustainable development.Moreover,the study finds heterogeneity in such associations across regions,the short and long terms,and resource types.The conclusions provide empirical evidence and policy guidance for improving energy and environmental efficiency in regions with abundant natural resources and establishing an effective state-business relationship.Compared with prior literature,the marginal contributions of this paper are as follows.First,it explains how natural resource abundance affects energy-environmental efficiency from the perspective of state-business relations,t
