摘　　要：目的:分析我国“十一五”至“十三五”期间国家层面医疗信息化相关政策发展框架,为后续相关政策的制定提供参考。方法:检索并搜集国务院政策文件库中医疗信息化相关政策,按时间顺序划分为“十一五”“十二五”和“十三五”3个阶段,运用LDA主题模型对417份政策文本内容进行主题提取和热点分析,同时采用后离散时间窗口的方法对主题进行演变分析以确保准确性。结果:“十一五”期间,热点主题是传染病监测和信息化平台建设;“十二五”期间,热点主题为电子病历和档案、信息系统与安全以及远程医疗;“十三五”期间,热点主题为远程医疗、智能医疗设备、医疗信息标准化、电子病历以及医疗信息平台建设。结论:2006年—2020年,我国医疗信息化相关政策中智能医疗设备、电子病历和远程医疗主题热度持续上升,其余主题热度持平。Objective To analyze the policy development framework of medical informatization at the national level during the period of"the 11th Five-Year Plan"to"the 13th Five-Year Plan",so as to provide reference for the subsequent formulation of related policies.Methods The relevant policies of medical informatization in the State Council's policy document database were retrieved and collected,and divided into three phases in chronological order:"the 11th Five-Year Plan","the 12th Five-Year Plan"and"the 13th Five-Year Plan".The LDA topic model was used to extract subjects and analyze hotspots from 417 policy texts,and post-discrete time window method was used to analyze the evolution of the subjects to ensure accuracy.Results During the"11th Five-Year Plan",the hot subjects were infectious disease monitoring and information platform construction.During the"12th Five-Year Plan",the hot subjects were electronic medical records and archives,information systems and security,and telemedicine.During the"13th Five-Year Plan",the hot subjects are telemedicine,intelligent medical devices,standardization of medical information,electronic medical records and construction of medical information platforms.Conclusion From 2006 to 2020,the popularity of the subjects including smart medical devices,electronic medical records and telemedicine in China's medical informatization related policise continued to rise,while the popularity of other subjects remained flat.
