摘　　要：中国政府宣布:2018年5月起甲醛释放强度每升大于1.5毫克的产品全部退出市场,然而除了极高档产品外,不合格产品屡禁不止,根本原因在于监管威慑弱化,不诚信经营者违规成本低。客观上受监管资源限制,主观上不排除受地方保护主义和监管俘获因素影响,监管执法弹性大。监管信息揭示是影响监管威慑的关键,它按照指数速度影响监管威慑。分析表明:监管威慑较弱时,诚信不足的经营者能获得违规溢出利润;监管威慑较强时,经营者没有获得违规溢出利润的机会。中国仍然是一个发展中国家,整体收入偏低,平均消费水平不高。建议政府进一步加强对仿木制品市场监管,经营者必须对各种层次的产品标明甲醛实际释放强度,让公众根据自己的经济能力放心选择。The Chinese government announced that from May 2018 all products with formaldehyde emission intensity greater than 1.5 mg per liter were withdrawn from the market.However,in addition to extremely high-end products,unqualified products continued to be produced despite repeated prohibition.The root cause was the weakening of regulatory deterrence and the low cost of violation by dishonest operators.Objectively limited by regulatory resources,subjectively affected by local protectionism and regulatory capture,regulatory enforcement is highly flexible.The disclosure of regulatory information is the key to the impact of regulatory deterrence,which affects regulatory deterrence according to the exponential speed.The analysis shows that when the supervision deterrence is weak,the operators with insufficient integrity can obtain illegal spillover profits;when the supervision deterrence is strong,operators have no chance of illegal spillover profits.China is still a developing country with low overall income and low average water consumption.It is recommended that the government further strengthen the supervision of the imitation wood product market.Operators must indicate the actual emission intensity of formaldehyde for various levels of products,so that the public can choose with confidence based on their economic capabilities.
