高考综合改革对“职教高考”制度建设的启示与借鉴——基于选拔分流功能视角

摘　　要：普通高考与“职教高考”制度根据社会经济发展需要和考生个人意愿、条件,将准备接受下一阶段教育的考生有计划、分层次、按比例地选拔分流到不同类型、层次的高校,以培养社会经济发展所需要的各级各类人才。2014年开始的高考综合改革在选拔分流的依据、方式、理念三个方面深化改革,在满足考生对高等教育的现实需要与合理预期,促进高等教育协调发展的基础上服务社会经济发展。将高考综合改革成功经验融入“职教高考”制度建设中,推进技能考试体系建设,拓宽高等职业教育入学途径,引导考生在中高等职业教育之间适配衔接发展,对于提升职业教育人才选拔分流的科学性、推进高等职业教育高质量发展、完善国家职业教育体系具有重要作用。According to the needs of social and economic development,the personal wishes,and candidates' conditions,college entrance examinations for general and vocational education select and guide candidates who are prepared to receive nextlevel education to different types and levels of higher education institutions.The comprehensive reform of the college entrance exam,which began in 2014,deepened reform in three aspects of selection and guidance criteria,methods,and concepts.It aimed to serve the social and economic development by meeting the real needs and reasonable expectations of candidates for higher education,promoting the coordinated development of higher education.The study puts forward four important ways to improve the scientific nature of vocational education talent selection and guidance,promote the high-quality development of higher vocational education,and improve the national vocational education system.They are introducing the successful experience of the comprehensive reform into the construction of the vocational education college entrance exam system,promoting the construction of a skill examination system,expanding the admission channels for higher vocational education,and guiding candidates to adapt and develop between secondary and higher vocational education.
