摘　　要：英国是世界上最早创立现代公务员制度的国家,公务员工资制度历经多年的改革和发展,已形成较为完善的制度体系。文章探究了英国公务员现行工资制度的法律依据和管理体制进行了探究,并从岗位评估与薪级确定、工资水平与调整机制、绩效管理等角度分别梳理了英国高级公务员和普通公务员的工资制度情况。研究发现,英国公务员工资制度主要有以下特点:(1)英国政府各部门和机构有权根据自身情况制定差异化的薪酬额度和指标,享有较大的自主空间;(2)具有一套与公务员工资制度相配套的法规体系,重视工资制度的法制化建设;(3)对不同岗位设置不同级别的薪酬额度和指标,并根据岗位责任差异而各有侧重,具有较强的针对性;(4)各部门有制定额外薪酬奖励的灵活性,可以更好地发挥激励作用;(5)每年发布《公务员工资发放指南》,具有较强的指导性和可操作性。Britain is the first country in the world to establish a modern civil service system.After years of reform and development,a relatively complete wage system for civil servants has been formed.This paper explores the legal basis and management system of the current wage system for British civil servants,and combs the wage system of British senior civil servants and ordinary civil servants from the perspectives of job evaluation and wage level determination,wage level and adjustment mechanism,and performance management.As found by the study,the wage system for British civil servants mainly has the following characteristics:(1)British government departments and agencies have the right to formulate diff erentiated wage quotas and indicators according to their own conditions,and enjoy great autonomy;(2)it has a set of laws and regulations matching with the wage system for civil servants,and attaches importance to the legalization of the wage system;(3)diff erent levels of wage quotas and indicators are set for diff erent posts,diff erent aspects are focused on according to the diff erence of post responsibilities,and the pertinence is strong;(4)each department has the flexibility to formulate additional compensation awards,which can better play an incentive role;(5)the Guide to Payment of Civil Servants’Wages is issued every year,which has strong guidance and operability.
