摘　　要：[目的/意义]研究规模化封闭期间的舆情,可为未来高效处置突发公共卫生事件提供经验。[方法/过程]基于政策过程视角,对武汉封城后一年内的十一万余条微博网民原创博文进行扎根分析,构建封城激发网络舆情的演化机理模型。[结果/结论]早期的封城加剧民生问题,根本原因在于物资保供、医疗保障、人员流动和应急能力的四个核心缺陷。演化过程存在“正强化效应”机理,核心缺陷与民生问题、舆情构成不断强化的反馈效果,应急能力缺乏是核心缺陷内部正强化效应的起点,也是抑制民生问题和舆情产生的关键。提升应急能力,建立健全封城应急预案,加强储备和拓宽信息发布渠道,可以有效抑制民生问题并化解舆情。[Purpose/significance]Exploring the public opinion of thecity closure can provide experience for handling public health emergencies efficiently in the future.[Method/process]In the perspective of policy process we made a grounded analysis on more than 110,000 original blog posts of microblog within one year after the closure of Wuhan and constructed an evolution mechanism model of the city closure.[Result/conclusion]The model shows that the cityclosure does aggravate people’s livelihood problems and four core deficiencies of emergency management are the root causes:material supply medical security personnel flow and emergency response capabilities.There is a“positive reinforcement effect”in the evolution of the city closure and the core defects people’s livelihood problems and public opinion create acontinuously strengthening feedback effect;lack of emergency response capability is the starting point for the positive reinforcement effect of the internal core defects and it is also the key to generation of public opinionand restraining people’s livelihood problems.Improving emergency response capabilities establishing and improving emergency plans for city closures strengthening reserves and expanding information release can effectively curb people’s livelihood problems and resolve public opinionproblems.
