高质量共生导向的浙江高等教育财政投入规模与分布探析

摘　　要：高等教育与经济社会发展是相辅相成的关系,高等教育高质量发展且与经济社会发展实现高质量共生发展,才能为经济社会发展提供强有力的关键支撑。然而,本研究的数据分析显示,虽然浙江经济发展水平位于全国前列,但其高等教育财政投入的应然状态与实然状态差距明显,投入规模不充分问题以及省内高校办学经费不充分且不平衡问题相对突出,与浙江发展战略的布局不适应问题逐渐突出。因此,本研究建议,浙江形成高质量共生导向的高等教育财政投入理念,全面提升高等教育财政投入的规模水平,以“三次分配”为框架深度优化高等教育财政投入的布局结构,促进在浙高校高质量发展与共同富裕示范区建设之间形成全面“双强互动”的共生状态。Higher education and the development of economic society supplement each other.Only when the high-quality development of higher education and the development of economic society realize the top-quality symbiotic development,can higher education provide powerful crux support for the development of economic society.However,the analyses of the data in this study show that although Zhejiang’s economic development ranks front in China,there is an evident gap between the contingent state and the actual state of its financial investment in higher education.The inadequacy of the investment scale and the inadequacy and imbalance of the university’s school-running funds in the province are relatively prominent,thus resulting in the inadaptation of the overall arrangement of Zhejiang Province’s development strategy.Therefore,this paper argues that Zhejiang should form the concept of high quality and symbiosisoriented financial investment in higher education,comprehensively improving the scale of financial investment in higher education,and deeply optimizing the layout structure of financial investment in higher education with the“Three Distributions”as its framework,so as to facilitate a comprehensive‘double-strong interaction’between the high-quality development of universities in Zhejiang and the construction of common prosperity demonstration area.
