地方性政策、内生性创新与产业空间集聚——基于2010—2020年高新技术产业省级面板数据的实证分析

摘　　要：在诸多地方性政策作用下,高新技术产业逐渐呈现出较高水平的空间集聚现象,为经济高质量发展提供了重要动力。中国各省市高技术产业集聚程度差异较大,省际产业分工有待进一步优化。基于省级面板数据,对中国高技术产业在各省市的空间集聚情况进行测度,辨析地方政策因素、本地化创新能力累积对高技术产业集聚的作用机制,为新发展格局下高新技术产业高质量发展提供政策思路。研究发现:中国高技术产业整体专业化程度不高,呈现出很强的区域差异性;以财政资金为代表的地方性政策显著促进了高技术产业集聚,内生性创新与产业集聚之间呈U型关系,内生性创新与地方性政策之间的累积性循环有助于高水平的产业集聚。Under the action of many local policies,the high-tech industry gradually presents a high level of spatial agglomeration,which provides an important driving force for high-quality development.The degree of high-tech industrial agglomeration varies greatly among provinces and cities in China,and the industrial division among provinces needs to be further optimized.Based on the provincial panel data,this paper measures the spatial agglomeration of China's high-tech industries in various provinces and cities,and discriminates the action mechanism of local policy factors and the accumulation of local innovation capabilities on the agglomeration of high-tech industries,provides policy ideas for the high-quality development of high-tech industries under the new development pattern.It is found that the overall specialization of China's high-tech industry is not high,showing strong regional differences,local policies represented by financial funds significantly promote high-tech industrial agglomeration,and there is a U-shaped relationship between endogenous innovation and industrial agglomeration.the cumulative cycle between endogenous innovation and local policies is conducive to high-level industrial agglomeration.
