摘　　要：尽管中国现阶段环境保护投资方面有了很大的发展,但是还不足以达到可以有效改善环境质量的水平。不少中国学者开展了环保投资效率的相关研究,但基于各区域典型省份的系统研究相对较少。选择广东、江苏、山东这三个经济发展位列前茅的省份为分析对象,采用环保投资优先增长模型分析法,对2003—2019年三省的环保投资现状、相对规模、环保投资方向结构及投资效率进行了系统深入的分析研究。分析结果表明这三省的投资规模总体偏低。尽管投资总量有所增加,但是GDP占比仍然很小。污染物排放量也在逐年增长,环境状况改观仍然很小。三省均不符合早期的环境保护投资优先增长的规律。最后,结合三省的环保投资效率分析,给各省环保投资工作提出了一些建议。Although China has made great progress in environmental protection investment,it is not enough to reach the level that can effectively improve environmental quality.Many Chinese scholars have carried out research on the efficiency of environmental protection investment,but there are relatively few systematic studies based on typical provinces in each region.This paper selects Guangdong Province,Jiangsu Province and Shandong Province,which are among the top three provinces in economic development,as the analysis objects,and adopts the priority growth model analysis method of environmental protection investment to conduct a systematic and in-depth analysis and research on the status quo,relative scale,environmental protection investment direction structure and investment efficiency of the three provinces from 2003 to 2019.The analysis results show that the investment scale of these three provinces is generally low.Although the total investment has increased,the proportion of GDP is still small.Pollutant emissions are also increasing year by year,and the environmental situation is still not really improved.The three provinces do not accord with the early law of preferential growth of environmental protection investment.Finally,based on the efficiency analysis of environmental protection investment in the three provinces,this paper puts forward some suggestions for environmental protection investment in each province.
