“情报流”视角的公安指挥决策情报需求指标体系研究

摘　　要：[研究目的]随着公安部于2019年建立了情报指挥中心,各地方公安机关也纷纷设立,公安机关针对科学指挥决策的研究有助于社会安全类事件的处置并减少公共安全的伤亡。该研究从信息的“来源、流通与使用”的各个环节进行分析,旨在从“情报流”视角探讨公安指挥决策情报需求指标体系。[研究方法]该研究采用文献方法确立初始的公安指挥决策情报需求指标体系后,又用Delphi方法修正和完善了指标体系。[研究结论]研究结果表明,公安指挥决策情报需求指标体系的一级指标可确定为基于客观事实要素的情报维度、警力资源要素的指挥维度和处置能力要素的行动维度以及对应3个一级指标下的10个二级指标和40个三级指标。指标体系的全面性为公安机关科学有效的决策提供了重要参考,也为学术界同仁对公安指挥决策的后续研究贡献了靶标。[Research purpose]With the intelligence command center by MPS in 2019,local police station have also set up one after another.The research on scientific command and decision-making is conducive to the disposal of social security cases and reduce casualties.The research analyzes each link of"source,circulation,and use"of information,and aims to explore the index system of public security command and decision-making from the perspective of"intelligence flow".[Research method]After establishing the initial intelligence demand index system of public security command and decision-making by literature method,the index is revised and improved by Delphi method.[Research conclusion]The results show that the first level indicators of the index system can be determined as the intelligence,the command,and the action dimension;And 10 secondary indicators and 40 tertiary indicators corresponding to the three primary indicators.The comprehensiveness of the index system not only provides an important reference for the scientific and effective decision-making of public security organs,but also contributes to the follow-up research on public security command and decision-making.
