摘　　要：在媒介角色越来越重要的时代背景下,媒介素养教育成为了提高公众媒介知识与技能水平、增强国家国际竞争力的重要途径。比利时以媒体教育高级委员会为核心行动者,通过转译将社会各部门、各组织、各群体等异质性行动者的利益、兴趣趋向统一,构建出多元主体相互链接、共同演进的关联网络。本文基于行动者网络理论,深入考察了比利时媒介素养教育法令与政策的发展历程、特征与实践,为我国进一步提升全民媒介素养技能与水平提供了借鉴。In the context of the increasingly important role of the media,media literacy education has become an important way to improve the public's media knowledge,skills and enhance the country's international competitiveness.With the CSEM as the core actor,Belgium unifies the interests and interests of heterogeneous actors such as various sectors,organizations,and groups through translation,and builds a network of interconnected and co-evolving multi-subjects.Based on the actornetwork theory,this paper deeply examines the development process,content and practice of Belgium media literacy education laws and policies,and provides reference for further improving the skills and level of national media literacy in China.
