浙江省推进循环经济发展再升级的思考与建议

摘　　要：当前百年变局与新冠疫情深度叠加,高温、少雨等极端气候频发,资源能源价格大幅波动,镍、钴等金属价格出现涨幅激增,对经济社会发展产生较大冲击。循环经济是浙江省的优势领域,是破解“资源小省”瓶颈约束、实现高质量发展的重要法宝。聚焦循环经济“点、圈、面、数”四大抓手,通过分析新发展阶段下循环经济再升级的新趋势以及浙江省已有的发展基础,提出若干发展建议,以期为浙江省推进循环经济发展再升级,提升风险抵御能力,增强经济社会发展“韧性”提供重要支撑。The current century-old changes are compounded by the COVID-19 pandemic,with frequent extreme weather events such as high temperatures and lack of rain.The prices of resources and energy fluctuate greatly,and the prices of nickel,cobalt and other metals have surged,exerting a major impact on economic and social development.Circular economy is the advantage of Zhejiang Province,which is an important magic weapon to break the bottleneck of"small resource province"and achieve high quality development.This paper focused on the"point,circle,surface and digitization"of circular economy.By analyzing the new trend of circular economy re-upgrading in the new development stage and the existing development basis of Zhejiang Province,it put forward some development suggestions,in order to provide important support for Zhejiang Province to promote the re-upgrading of circular economy development,improve the ability to resist risks,and enhance the"resilience"of economic and social development.
