国外人脑组织库建设管理经验及对我国的启示

摘　　要：随着脑科学研究的不断深化和拓展,人脑组织库作为脑科学研究基础设施得到了世界各国的高度重视。本文梳理总结了美国、英国、荷兰、日本人脑组织库建设管理情况及其在伦理准则、操作规范、多元化资助来源、高质量的脑库管理、数据共享平台建设方面的经验与特点,分析了我国人脑组织库建设现状。同时结合我国脑科学研究的需要,借鉴国外经验,并从加强政策法规建设、加大财政投入、加强数据共享平台建设、推进国际合作与治理、加强伦理规范与人文关怀等方面提出我国脑库建设与管理的政策建议。With the deepening and expansion of brain science research,the brain tissue bank as the infrastructure of brain science research has been attached great importance by countries all over the world.This paper summarizes the construction and management of human brain tissue banks in the United States,the United Kingdom,the Netherlands,and Japan,as well as the experience and characteristics in the aspects of ethical standards,operational norms,diversified funding sources,high-quality brain bank management,data sharing platform construction,and analyzes the current situation of the construction of human brain tissue banks in China.At the same time,combining with the needs of Chinese brain science research,this paper draws on foreign experience,and puts forward some policy suggestions on the construction and management of Chinese brain bank from the aspects of strengthening policies and regulations,increasing financial investment,strengthening the construction of data sharing platform,promoting international cooperation and governance,strengthening ethics and humanistic care,etc.
