高水平对外开放进程中企业提升核心竞争力的路径——基于浙江自由贸易试验区的制度创新实践

摘　　要：新时代新征程,推进高水平对外开放,对于实现第二个百年奋斗目标和中华民族伟大复兴的中国梦,具有重大而深远的意义。高水平对外开放的核心是制度型开放,制度型开放离不开制度的创新。自由贸易试验区以制度创新为核心,是推进高水平对外开放的重要载体。本文分析了制度创新提升企业核心竞争力的三大机制:先行机制、推动机制、环境机制;以浙江自由贸易试验区制度创新的探索实践为例,阐述了制度创新助推企业提升核心竞争力的主要路径:利用政策先行先试扩大企业市场优势、激发技术创新助力企业降本增效、优化投资环境缓解企业融资约束、完善引才机制提高企业人力资源管理;从加强政府合作、多方位探索制度创新、对标国际高标准三个维度为企业更好地融入高水平对外开放、提升核心竞争力提供了思路和建议。The new era and new journey and the promotion of high-level opening up are of great and far-reaching significance for realizing the second centenary goal and the Chinese dream of the great rejuvenation of the Chinese nation.The core of high-level opening up is institutional opening-up,and institutional opening up is inseparable from institutional innovation.With institutional innovation as the core,the pilot free trade zone is an important carrier for promoting high-level opening up.This paper analyzes the three major mechanisms of institutional innovation to enhance the core competitiveness of enterprises:the first mechanism,the promotion mechanism and the environmental mechanism,and takes the exploration practice of institutional innovation in Zhejiang Pilot Free Trade Zone as an example,and expounds four paths for institutional innovation to promote enterprises to enhance their core competitiveness:use policies to expand their market advantages;stimulate technological innovation to help enterprises reduce costs and increase efficiency;optimize the investment environment and alleviate the financing constraints of enterprises;improve the talent introduction mechanism,improve enterprise human resource management.Furthermore,it provides ideas and suggestions for enterprises to better integrate into high-level opening-up and enhance their core competitiveness from three dimensions:strengthening government cooperation,exploring institutional innovation from multiple perspectives,and benchmarking against international high standards.
