摘 要:城市少数民族流动人口是我国农业转移人口的重要组成部分,其市民化进程面临着城乡二元结构带来的制度僵持问题。实现以人为核心的城镇化受到城市产业发展、地方政府统筹和家庭结构流变的三重影响。推进少数民族流动人口市民化需要跨越城镇化经济和制度的双重门槛。实践表明,少数民族流动人口的市民化工作面临产业形态、保障体系、资本积累的外部约束和职业能力、合法身份、住房供给的内部局限。提升市民化工作实效,应明确产业与城市有机融合的角色定位、打造空间与规划统一协调的总体布局、推进管理与服务协同并进的体制改革和构建大城与小镇梯度分明的安置模式。The urban minority floating population is an important part of the agricultural transferred population.Its citizeniza-tion process faces the system stalemate problem brought by the dual structure in urban and rural areas.The realization of people-ori-ented citizenization is influenced by the development of urban industry,the coordination of local government and the change of fami-ly structure.To promote the citizenization of the floating minority population needs to cross the double threshold of urbanization econ-omy and system.Practice shows that the citizenization work of the floating ethnic minority population faces the external constraints of industrial form,security system and capital accumulation,and the internal limitations of vocational ability,legal identity and hous-ing supply.To improve the effectiveness of citizenization work,it is necessary to define the role positioning of organic integration of industry and city,create a unified and coordinated overall layout of space and planning,promote the system reform of coordinated management and service,and construct the resettlement mode of big city and small town with distinct gradient.
