摘　　要：我国民办禁毒社工机构在政府的扶持下快速创建和运行,机构的发展受到内外多重因素综合影响,在发展初期,战略的选择至关重要。本文以战略管理理论为视角,利用SWOT-PEST分析模型,以S市为例,形成民办禁毒社工机构的分析矩阵,从政治政策、经济管理、社会、技术层面进行协调、整合分析,得出民办社工机构发展的初级阶段外部面临的机遇和风险,内部存在的优势和劣势,并根据态势分析法制定战略选择模型,为机构在发展初级阶段的战略选择提供参考。China's private anti-drug social work institutions are rapidly established and operated under the support of the government.Since the development of social work institutions is comprehensively affected by multiple factors,both internal and external,the choice of strategy is very important in the early stage of development.From the perspective of strategic management theory,we used SWOT-PEST analysis model,in S city,for example,to analyze matrix of anti-drug social work institutions,from the policy,economic management,social,technical coordination,integration analysis,anti-drug social work development of external opportunities and risks,internal advantages and disadvantages.According to the situation analysis strategic choice model,the agency in the initial stage of development was provided.
