摘　　要：科技论文的伦理治理是科技伦理治理体系的重要组成部分.论文所涉及的科研活动应遵守科技伦理规范.本文利用Retraction Watch Database信息,收集国际科技期刊中因伦理问题而撤稿的论文案例.从发表时间、撤稿时间、学科领域、所属国家等不同维度进行比较,挖掘其中的规律和特点.从时间角度, 2000年以来因伦理问题而撤稿的论文开始出现并逐步增多,表明科学共同体伦理意识增强,更加关注论文所涉及科研活动的伦理合规性.所有国家中,我国因伦理问题撤稿论文数量共92篇,居世界第三位.从学科领域角度看,超过90%的论文涉及生命健康研究.我们进一步将撤稿原因细化为违反伦理审查、知情同意、伦理共识规范等三大类17个方面,其中研究活动未获得伦理委员会前置性批准是最主要的原因.基于此,建议当前科技伦理治理的工作切入点是强化规范的科技活动伦理审查.此外,建议我国要积极参与国际伦理治理,加强伦理研究、提升伦理意识、普及伦理教育、加强对悖于科技伦理规范行为的调查处理等.The ethical governance of scientific and technical papers is an important part of the ethical governance system of scienceand technology. The scientific research involved in a paper should comply with the ethical norms of science andtechnology, conform to ethical review procedures, and satisfy informed consent and privacy protection. In this paper, weused the information of Retraction Watch Database to collect cases of retracted papers in international scientific andtechnical journals due to ethical issues, and manually reviewed the reasons for retraction to select those papers that wereindeed retracted due to the violation of scientific and technical ethical norms. We analyzed the retracted papers in terms oftheir publication date, retraction time, subject area, and country, and explored the patterns and characteristics. For thesubject areas to which the papers belonged, more than 90% of the papers were in the field of biomedical research. Based onthe reasons for retraction marked in the database and the specific descriptions in the retraction notices, we refined theclassification of the reasons for retraction, including 17 aspects in three categories, such as violation of ethical review,informed consent, and ethical consensus norms, and then summarized the common problems involving ethics in scientificand technical papers, wishing to alert researchers and provide reference for the governance of scientific and technicalethics. At the same time, based on the analysis result in this paper, we conclude that since 2000, the number of papersretracted due to ethical issues began to appear and gradually increased, reflecting the increased ethical awareness of thescientific community and the increased concern of the ethical compliance of the scientific research activities involved in thepapers. China ranks third in the world in the number of papers retracted due to ethical issues with a total of 92 papers.Comparing the retraction rates of papers due to ethical issues in China and the United States between 2011 and 2020,
