摘  要:落实和扩大高等学校办学自主权是当前我国高等教育领域综合改革的热点问题。为多层面、多角度了解高校办学自主权的落实情况,本研究围绕《高等教育法》明确规定的7项自主权,首次采用问卷方式对1221名本科院校校级领导者主观感受的办学自主权充分性、期望值、满意度进行调查。差异检验和满意度-期望值匹配分析显示,目前我国高校招生自主权、学科专业设置和调整自主权、机构设置和人事管理自主权、财产管理与使用自主权落实充分性不足,其中,校领导对前三项自主权的满意度远未达到期望水平;省属高校校领导对7项自主权的总体满意度相对不足。建议深化高等教育综合改革,健全有关高校办学自主权的法律及制度体系,该管的管到位,该放的放到底;充分认识办学自主权的相对性和时代性,完善高校内外部监督体系和自主自律机制,提升高校承接能力。Implementing and expanding the autonomy of colleges and universities is a hot issue in the comprehensive reform of education field.To understand the implementation of the autonomy of universities from multiple levels and perspectives,centering on the 7 items of autonomy in running a school explicitly stipulated in the Higher Education Law,this study for the first time used a questionnaire to investigate the subjective perception of the adequacy,expectation and satisfaction of autonomy in running a school among 1221 leaders of undergraduate institutions nationwide.The difference test and IPA analysis show that the autonomy of college enrollment,the autonomy of discipline setting and adjustment,the autonomy of institution setting and personnel management,and the autonomy of property management and use are insufficient.Among them,the satisfaction of the implementation of the first three autonomy in college is far from the expected level,and the satisfaction level of the implementation of the autonomy of the provincial universities is relatively insufficient.It is suggested to further deepen the comprehensive reform of higher education to put the management in place and put it to the end,and to improve the legal and institutional systems related to the autonomy of colleges and universities in running schools,so as to ensure the adequacy of empowerment;we should fully understand the relativity and epochal character of school-running autonomy,improve the supervision and self-discipline system of colleges and universities,so as to improve the ability of various colleges and universities to undertake autonomy.
