网络出版的学位论文析出论文发表问题探析

摘　　要：探讨网络出版的学位论文析出论文是否可以在学术期刊发表,为期刊编辑处理此类稿件提供借鉴。文章介绍了网络出版的学位论文析出论文发表问题的产生,从现行法律法规和出版伦理层面对其进行分析,指出网络出版的学位论文是正式出版物,其析出论文在提高科研成果的传播广度、减少学术成果外流、助力青年学者成长方面有一定意义;在法律层面和出版伦理方面,网络出版的学位论文析出论文存在侵权、违约、学术不端、文献引用混乱等风险;提出完善出版政策,以质选文、公平公正对待等建议,供期刊编辑参考。This article explores whether the extracted papers from the online-published dissertations can be published in academic journals,in order to provide reference for journal editors to process such manuscripts.The emergence of the publication issues related to the extracted papers from the online-published dissertations is introduced in the paper,and the analysis is conducted from the perspectives of the existing laws and regulations as well as publication ethics.This paper points out that the online-published dissertations are the formal publications,and the extracted papers thereof have certain significance in enhancing the communication breadth of research achievements,reducing the outflow of academic achievements,and promoting the growth of young scholars.However,from the legal and ethical perspectives,there are risks of copyright infringement,breach of contract,academic misconduct,and confusion of literature citing in publishing the extracted papers from the onlinepublished dissertations in journals.The paper proposes suggestions to provide reference for journal editors,such as improving publication policies,selecting articles by quality,and treating authors fairly and impartially.
