摘　　要：目的分析山东省紧密型县域医共体突发公共卫生事件应急人力资源现状,以找出制约其发展的主要因素并提出改进建议。方法使用多阶段分层抽样选取10家山东省紧密型县域医共体(包括10家牵头医院和20家基层医疗卫生机构),采用问卷调查的方法收集相关数据,并通过描述性分析对数据进行呈现。结果县域医共体的应急机构体系有待健全、县域医共体卫生应急人力资源配置不合理、县域医共体突发公共卫生事件培训演练需要优化。结论县域医共体在应急管理中存在着应急机构体系不完整、人力资源配置不合理等问题。建议进一步加强应急队伍建设,促进专业人才发展;重视优化应急培训演练,提高卫生应急人员素质。Objective To analyze the status quo of human resources for public health emergencies of the Close County Medical Community(CCMC)in Shandong Province,in order to identify the main constraints to their development and make suggestions for improvement.Methods A multi-stage stratified sample of 10 CCMC in Shandong province(including 10 leading hospitals and 20 primary health care(PHC)institutions)was selected fora questionnaire survey to collect relevant data,and the data were presented through descriptive analysis.Results The emergency response system of the CCMCneeded to be improved,the allocation of human resources for health emergencies in theCCMCwas not reasonable,and training and drills for public health emergencies in theCCMC needed to be optimized.Conclusions There aresuch problems of emergency managementas an incomplete emer-gency response system and unreasonable allocation of human resources in the CCMC.It is recommended that the construction of emergency response teams be further strengthened to promote the development of professional tal-ents,and that emergency training and drills be stressed and optimized to improve the quality of health emergency personnel.
