摘　　要：在研读我国关于促进青少年健康发展相关政策文件、研究成果和文献资料基础上,通过实地走访,对青少年健康发展现状进行调查。研究分析《关于深化体教融合促进青少年健康发展的意见》政策的执行动力、需求动力和执行障碍,调查了解各地方政策执行的综合环境和执行主体认知的现状。通过执行主体的一致性、执行对象的方向性和执行资源的保障性,建立中央政策指导→地方政策配套→学校主体执行→家庭共同参与的协同执行机制主干线;整合地方教育部门、体育行政部门、社会组织机构和家庭的力量,共同服务于各学段青少年,构建政策协同执行机制。通过提高全员体教人员融合健康促进意识,建立健全地方政策配套方案和细则,探索落实体教融合政策试点推广,提高体育师资队伍素质,建立体教融合健康促进工作业绩科学考核制度等一系列推进落实策略,确保政策落实的有效性。Based on the relevant policy documents,research results and literature on promoting the healthy development of adolescents in China,combined with field visits and current situation investigation.Research and analyze the implementation power,demand power and implementation obstacles of the policy of opinions on deepening the integration of sports and education to promote the healthy development of teenagers,and investigate and understand the comprehensive environment of local policy implementation and the current situation of the cognition of the implementation subject.Through the consistency of the executive subject,the direction of the executive object and the guarantee of the executive resources,establish a coordinated implementation mechanism backbone of central policy guidance→local policy support→school main body implementation→family participation;Integrate the strength of education,sports administrative departments,social organizations and families,jointly serve the young students in all school stages,and build a coordinated implementation mechanism of the opinions policy.The effectiveness of the implementation of the“opinions”policy is ensured through a series of implementation promotion strategies,such as improving the health promotion awareness of the integration of sports and education among all staff,establishing and perfecting the supporting schemes and rules of local policies,exploring the pilot promotion of the integration of sports and education,improving the quality of Physical Education Teachers and establishing a scientific assessment system for the performance of the integration of sports and education in health promotion.
