摘　　要：欧洲复兴开发银行(欧复行)项目是近年来众多中国企业竞相参投的热门领域。为有效提高我国企业未来竞投此类项目整体中标率,首先亟需对该行项目采购政策进行认真解读。鉴于目前国内对欧复行现行采购政策以及与之相关的参与策略研究几乎是无人涉猎,为此本文特就此方面的问题给予了具有探索意义的释读与分析。文章首先就“欧复行项目”之确切涵义予以了厘正,随之对该行项目最新采购政策的方方面面进行了较为详实的介绍,包括在国内首次将欧复行新近所力推的“追溯融资”及其相关实施条件予以引介,最后结合中国企业在该行项目采购过程中所面临的主要问题试探性地提出若干参与策略建议,以期为我国企业将来进一步顺利开拓欧洲复兴开发银行项目采购市场有所启迪。Chinese enterprises have been actively participating in the bidding of European Bank for Reconstruction and Development Bank's(EBRD)projects in recent years.In order to effectively improve the probability of winning the bidding of Chinese enterprises for such projects in the future,it is needed to deeply interpret the EBRD's projects procurement policies.Considering that at present there is almost no research on the EBRD's current procurement policies and related participation strategies in China,therefore,this paper provides exploratory interpretation and analysis about this issue.This paper firstly clarifies the exact meaning of the EBRD's projects,and afterwards gives a more detailed introduction to kinds of aspects related to the existing procurement policies of the EBRD's projects,including introducing"retroactive financing"and its related implementation conditions recently promoted by EBRD in China for the first time.Finally,in combination with the main problems faced by Chinese enterprises in the procuring process of the EBRD's projects,it tentatively puts forward some suggestions on participation strategies with a view to enlightening Chinese enterprises to further successfully develop the EBRD's projects in the future.
