摘　　要：作为国民经济新增部门,数字经济以其提供的数据要素和数字技术深刻地变革着实体经济和社会生活,正重塑着社会生产、交换、分配、消费新格局。而政府与市场作为数字经济发展的重要推手,在促进数字经济发展过程中也存在一些失灵现象。因此,需要正确处理好市场与政府的关系,在发挥好市场机制决定性作用基础上,积极发挥政府作用,构建“有效市场+有为政府”有机耦合的长效发展机制,才能促进数字经济持续健康发展,赋能实体经济高质量发展。As a new sector of the national economy,digital economy,with its data elements and digital technology,has profoundly changed the real economy and social life,and is reshaping the new pattern of social production,exchange,distribution and consumption.The government and the market,as the important promoters of the development of digital economy,also exist some failures during this period.Therefore,it is necessary to properly handle the relationship between the market and the government,and on the basis of giving full play to the decisive role of the market mechanism,actively give play to the role of the government,and build a long-term development mechanism organically coupled with“effective market+promising government”.Only in this way can we promote the sustainable and healthy development of the digital economy and enable the high-quality development of the real economy.
