社会工作参与社区治理共同体建构的实践策略与行动逻辑——基于“情感—关系—行动”解释框架的分析

摘　　要：基于“情感—关系—行动”逻辑的治理共同体解释框架,以G省拆迁安置S社区社会工作实践项目为案例,运用参与式行动研究和反思社会工作力量参与社区治理共同体建构的实践策略与行动逻辑。研究发现:社区情感倦怠、主体关系异化与集体行动缺失制约着社区治理共同体建构;围绕共同价值生产、主体关系再造和集体决策共识的社会工作实践破解了上述制约,激活了社区共同体建设活力,强化了基于平等的多元主体协商合作和行动协同;实践过程中,社会工作者以“完全在场—选择在场—隐形在场”的行动逻辑推动社区逐步形成多元社会力量协同共治的局面,赋予社区内在的治理潜能和治理动力,推动社区形成稳定性、持久性、独立性和常态化的治理模式和结构,回应了社工机构撤离后的社区治理成果巩固难的问题,推动了社区治理共同体建设。Based on the"emotion-relationship-action"logic of governance community interpretation framework,this article takes the social work practice project of S community in G province demolition and resettlement as a case study,and uses participatory action research to reflect on the practice strategy and action logic of social work forces participating in community governance community.The study found that the community barriers of community emotional burnout,subject relational alienation and lack of collective action constrain the construction of community governance;the social work practice around shared value production,subject relationship re-engineering and collective decision-making consensus breaks the community barriers mentioned above,activates community vitality,and strengthens the equality consultation and cooperation and action synergy of multiple subjects.In the process of practice,social workers promote the gradual formation of community to a situation where multiple social forces work together to govern the community by the logic of"full presence-selective presence-invisible presence",gives the community its inherent potential and dynamics of governance,promotes the formation of a stable,durable,independent and normalized governance model and structure,responds to the difficulty of consolidating community governance achievements after the withdrawal of social work agencies,and promotes the construction of community governance community.
