摘　　要：基于美国威斯康星大学2020 Forward专项的考察结果显示:实施大学发展战略规划在价值逻辑层面呈现校园文化传统、绩效管理工具和危机应对方案三重意蕴;在行动要素层面有赖于目标体系、主体网络和保障机制的协同增效;在反馈闭环层面应形成“目标回溯-措施谋划-评价措施-行动成果-评估成效”的系统耦合。威斯康星2020 Forward的实践经验表明,战略思维、目标分解、全员参与和有效评估是大学发展战略规划精准落地、高效实施的四个关键原则。Based on the investigation results of the 2020 Forward strategic plan of the University of Wis⁃consin system in the United States,the implementation of the university strategic plan shows three characteris⁃tics:At the level of value logic,it presents the triple implications of campus cultural tradition,performance man⁃agement tools and crisis response plans.At the action level,it depends on the synergy of the target system,the subject network and the safeguard mechanism.At the feedback closed-loop level,a system coupling of“target backtracking-measure planning-evaluation measures-action results-evaluation results”should be formed.The practical experience of the 2020 Forward strategic planning of the University of Wisconsin system shows that strategic thinking,goal decomposition,full participation and effective evaluation are the four key principles for the accurate and efficient implementation of the university’s development strategic plan.
