党建引领基层数字化治理的运作逻辑与优化路径——基于“结构—过程—功能”的整体性分析

摘　　要：近年来,各地相关部门在推动基层数字化治理实践时都把党建引领作为一条主线。目前,学术界对于党建引领基层数字化治理这一命题缺少针对性的研究。如何系统地阐释党建引领基层数字化治理的运作逻辑、现实问题,据此提出与之匹配的优化路径,是一项亟待开展的研究课题。“结构—过程—功能”的分析框架可以为本项研究课题的开展提供系统性、可行性的研究视角。党建引领基层数字化治理的运作逻辑,集中体现了推动结构耦合、激活过程调适、提升治理功能的有机统一。党建引领基层数字化治理总体上处于探索阶段,还存在结构层面的低耦合运作、过程层面的低韧性调适、功能层面的党建“悬浮化”等一些问题。针对这些问题,探索结构上的耦合型治理、推动过程上的调适性治理、完善功能上的融合式治理,是党建引领基层数字化治理的优化路径。一言以蔽之,党建引领基层数字化治理的体系是一个涵盖结构、过程、功能相互作用、动态调整的整体性运作。In recent years,Party and government departments in various localities have taken Party building as a main line when promoting the practice of primary-level digital governance.At present,the academic community lacks specialized research on the proposition that primary-level digital governance led by Party building.How to systematically explore the operation logics,realistic problems,and optimization paths of primary-level digital governance led by Party building,is an urgent research topic.The analytical framework of“structure,process,function”can provide a systematic and feasible research perspective for this research topic.The primary-level digital governance led by Party building,which reflects the organic unity of structure coupling,process adjustment and governance function improvement.The primary-level digital governance led by Party building is generally in the overall exploration stage,and there are still some problems to be solved,such as low coupling operation of the structure,low resilience adjustment of the process,Party building leading in floating of the function.To solve these problems,exploring coupling governance in structure,promoting adaptive governance in process,improving integrated governance in function,which are the optimization paths of primary-level digital governance led by Party building.From the research,we can summarize that primary-level digital governance led by Party building is a holistic operation that includes structure,process,function,and dynamic adjustment.
