人口受教育状况的调查分析及对策建议——以河北省承德市为例

摘　　要：第六次和第七次全国人口普查数据显示,近年来承德市人口受教育程度呈现出整体向好的发展趋势,人口受教育水平显著提高,文盲率逐年下降,高学历人口快速增长,但仍存在平均受教育年限低于全省平均水平、各县市区的受教育程度和水平不均衡等问题。为此,有针对性地提出以下对策建议:坚持教育优先发展战略,加大政府教育投入力度;持续巩固义务教育成果,打好素质教育坚实基础;加强职业教育能力建设,满足经济社会发展需求;大力提升高等教育质量,培养应用型创新型人才;加快承德市教育事业发展,努力向文化强市跨越。According to the data from the sixth and seventh national population censuses,the education level of the population in Chengde City has shown an overall trend of improvement in recent years.The education level of the population has significantly improved;the illiteracy rate has decreased year by year;and the population of highly educated people has been growing rapidly.However,there are still problems,such as the average length of education remaining lower than the provincial average,and the education levels are unbalanced among counties,county-level cities or districts.Therefore,the following countermeasures and suggestions are put forward:adhere to the priority development strategy of education and increase government investment in education;continue to consolidate the achievements of compulsory education and lay a solid foundation for quality-oriented education;strengthen the capacity of vocational education to meet the needs of economic and social development;vigorously improve the quality of higher education and cultivate applied and innovative talents;accelerate the development of education in Chengde City and strive to make a leap towards a culturally strong city.
