促进“公司+农户”型绿色农产品生产的成本分摊机制研究

摘　　要：传统以农户为主的绿色农产品生产模式,由于生产规模较小、且受制于生产过程中的资金和技术限制,致使绿色农产品生产供给不足,需求增长乏力。无成本分摊下的“公司+农户”型生产模式,由于该模式下的绿色生产成本仅由农户承担,公司却能共享绿色农产品销售所带来的正外部收益,因此,容易导致农户绿色生产积极性不高,契约双方无法实现帕累托优化。有鉴于此,文章分别分析了无成本分摊下的传统农产品生产、无成本分摊下的绿色农产品生产、成本分摊机制下的绿色农产品生产三种模式,以及不同模式下的中间农产品批发价格、产品最终售价、契约双方利润变化、实现后两种生产模式所需满足的前提条件及农户绿色生产最大投入度等问题。文章寄期通过上述问题分析,来论证绿色农产品生产成本分摊机制的有效实施,对契约双方在产品绿色度提升方面具有内在激励机制,进而为政府绿色农产品推广及当前食品安全问题化解提供有益尝试。The traditional production mode of green agricultural products,which mainly relies on farmers,is limited by capital and technology in the production process,resulting in insufficient production and supply of green agricultural products and weak demand growth.Under the“company+farmer”production mode without cost allocation,while the green production cost under this mode is only borne by farmers,the company can share the positive and external benefits brought by the sales of green agricultural products.Therefore,it is easy to lead to the low enthusiasm of farmers for green production and the Pareto optimality cannot be realized by both parties of the contract.In view of this,this paper analyzes three modes,including production of traditional agricultural products without cost allocation,production of green agricultural products without cost allocation,and production of green agricultural products under the cost allocation mechanism,as well as the wholesale price of intermediate agricultural products,the final selling price of products,the profit changes of both parties of the contract,the preconditions to realize the latter two production modes,and the maximum investment of farmers in green production under different modes.Through the analysis of the above problems,this paper demonstrates the effective implementation of the production cost allocation mechanism of green agricultural products,which has an internal incentive mechanism for both parties of the contract to improve green products,and then provides a useful attempt for the government to facilitate green agricultural products and solve the current food safety problems.
