摘　　要：本文对中国基本医疗保险基金的投入产出运行情况进行效率评价,为进一步优化医保基金高效支付提供参考依据。基于数据包络方法,计算2020年全国31个省级行政区医保基金静态运行效率,发现综合效率、纯技术效率和规模效率都没有明显提升;通过计算全要素生产率及其分解值,分析2016~2020年间医保基金动态效率变化,结果显示全要素生产率和技术进步值呈现上升状态,技术效率值稍有下降。实证结果表明:基本医疗保险基金运行效率缓慢增长但上升幅度较低,区域之间效率异质性明显,运行效率改善主要依赖于技术进步的提高。This paper evaluates the efficiency of the input-output operation of basic medical insurance funds and provides reference for further optimizing the efficient payment of medical insurance funds.Based on the data envelopment method,the static operation efficiency of medical insurance funds in 31 provincial administrative regions in 2020 is analyzed.The results show that the comprehensive efficiency,pure technical efficiency and scale efficiency of 31 provincial administrative regions are not significantly improved.By calculating the total factor productivity and its decomposition value,the dynamic efficiency changes of medical insurance fund from 2016 to 2020 are analyzed.The results show that the total factor productivity and technical progress value have increased,while the technical efficiency value has decreased slightly.It is concluded that the operation efficiency of basic medical insurance fund increases slowly but the increase rate is low,and the efficiency heterogeneity among regions is obvious.The improvement of operation efficiency mainly depends on the improvement of technological progress.
