摘　　要：数字信息技术在基层治理实践的深度应用,为协商民主的数字化转型提供了可能。数字技术嵌入基层协商民主在协商议题设置、协商主体选择、协商程序展开以及协商结果形成等维度释放出了巨大的价值意蕴。数字技术嵌入基层协商民主同时会产生一些潜在的风险,如爆炸式的议题增长、去中心化导致精英俘获、崇尚数字从而产生算法黑箱以及追求最大公约数从而对少部分人利益的忽视等。数字技术嵌入基层协商民主既要充分释放技术效能,也要合理规避其潜在风险,需要在议题规范、主体参与、协商程序机制以及共识决策反馈等方面做出动态调整。由此,更好地推动基层协商民主实践,推动基层治理体系与治理能力的现代化转型。The deep application of digital information technology in grassroots governance practices provides the possibility for the digital transformation of consultative democracy.The embedding of digital technology into grassroots consultative democracy has released great value implications in such dimensions as the setting of consultative topics,the selection of consultative subjects,the development of consultative procedures and the formation of consultative results.The embedding of digital technology into grassroots consultative democracy will also lead to some potential risks,such as explosive growth of issues,elite capture due to decentralization,algorithmic black box due to the advocation of numbers,and the pursuit of the greatest common divisor thereby neglecting the interests of the few.The embedding of digital technology into grassroots consultative democracy not only requires the full release of technical efficiency,but also the reasonable avoidance of its potential risks.Dynamic adjustments should be made in the aspects of topic norms,subject participation,consultation procedure mechanism and consensus decision-making feedback.Therefore,the practice of grassroots consultative democracy will be better promoted,and the modernization of the governance system and governance capacity at the grassroots level will be promoted.
