加强高校采购管理领域党风廉政建设的思考

摘　　要：随着国家对高校财政投入的不断加大,高校采购规模日益增大,在提高资金使用效益、优化资源配置、推动学校事业发展等方面取得了显著成绩。但同时,高校采购管理领域风险隐患较高、腐败现象时有发生,也给高校党风廉政建设工作带来了严峻考验。如何筑牢清廉采购防线、打造清廉采购文化,就成为高校采购管理工作亟待解决的重要课题。分析了高校采购管理领域加强党风廉政建设的重要意义,梳理了目前存在的主要问题,并从教育引领、制度建设、风险防控、协同监管等方面提出了对策建议。With the increasing financial investment of the state in colleges and universities,the scale of procurement in colleges and universities has been increasing,which has made remarkable achievements in improving the efficiency of using funds,optimizing the allocation of resources and promoting the development of school under takings,etc.However,at the same time,the high risk and hidden danger in the field of procurement management in colleges and universities and the frequent occurrence of corruption have also brought a severe test to the work of the Party's integrity construction in colleges and universities.Therefore,how to build a clean procurement defense line and create a clean procurement culture in universities has become an important issue to be solved in the procurement management of universities.This paper analyzes the importance of strengthening the Party's integrity construction in the field of university procurement management,sorts out the existing problems,and puts forward countermeasures and suggestions from the aspects of education leading,system construction,risk prevention and control,and collaborative supervision.
