摘　　要：公安教育的本质是培养高层次应用型警务人才,这对公安院校师资队伍的实践能力提出了必然要求,关系到人才培养目标是否能够真正实现。近年来,相关部门高度重视,先后制定了大量指导性文件,为提升教师实践能力提供了制度性保障。为落实上述要求,一些公安高校在探索中积累了丰富的经验,全面建立了相关工作保障制度,将教师实践能力与职称晋级密切结合起来,不断拓展教师实践锻炼平台。但在发展过程中,暴露出的一些问题不容忽视,如教师执法身份不明确、实践锻炼考核的实质性效果不明显、激励保障不到位等,严重制约了教师实践能力的进一步提升。为此,系统性地重构相关制度体系,不仅有助于提高教师实践能力,而且有助于提高公安院校人才培养质量。The essence of public security education is to cultivate high-level application-oriented policing talents,which puts forward an inevitable requirement for the practical ability of teachers in police colleges,and it also relates to whether the goal of talent training can be truly achieved.The relevant departments attach great importance to it and have formulated a large number of guiding documents in recent years,providing institutional guarantee for improving teachers’practical ability.In order to meet the above requirements,some police colleges have accumulated rich experience in their exploration,established comprehensive work systems,combined teachers’practical ability with professional title promotion closely,and expanded teachers’practical training platforms constantly.However,in the process of development,some problems exposed cannot be ignored,such as the unclear status of teachers’law enforcement,the insignificant effect of practical exercise assessment,the inadequate incentive guarantee and so on.The existence of these factors seriously restricts the further improvement of teachers’practical ability.Therefore,the systematic reconstruction of relevant systems will not only help improve teachers’practical ability,but also help improve the quality of talent training in police colleges.
