摘　　要：我国许多城市的建设过程就是一个不断拓展城市边界的过程,原有地块的用地性质被改变,不透水的硬质化面积越来越多,不可避免地改变了地块原有的径流过程,造成愈发突出的城市洪涝安全问题;为应对城市建设中规划的用地性质被调整后可能造成的洪涝安全威胁;在缺乏实测水文资料及基础数据的情况下,以广州市某地块为例,建立地块的SWMM模型进行内涝安全评估,并综合分析地块及周边地块洪涝风险,确定地块洪涝风险等级;对比调查资料和已有洪涝风险成果,经过参数率定后的SWMM模型能客观反应海绵设施和雨水管网对地块内雨水的调蓄和排放过程,模型模拟结果较为合理,在城市控制性详细规划调整阶段可以利用SWMM模型对评估地块展开洪涝安全分析,为评估地块用地性质调整后洪涝风险提供科学的参考依据。The construction process of many cities in China is a process of constantly expanding the urban boundaries.The nature of the land used in the original plots has been changed,and the impermeable rigid area has become more and more.Inevitably,the original runoff process of the plots has been changed,Resultsing in more and more prominent urban flood safety problems;In order to deal with the possible threat of flood and waterlogging caused by the adjustment of the planned land use nature in urban construction;In the absence of measured hydrological data and basic data,taking a plot in Guangzhou as an example,the SWMM model of the plot is established to evaluate the waterlogging safety,and the flood risk of the plot and surrounding plots is comprehensively analyzed to determine the flood risk level of the plot;By comparing the survey data and the existing flood risk result,the SWMM model after parameter calibration can objective ly reflect the regulation,storage and discharge process of rainwater in the plot by sponge facilities and rainwater pipe network,and the simulation result of the model are reasonable.In the adjustment stage of urban regulatory detailed planning,the SWMM model can be used to carry out flood safety analysis on the assessed plot,providing a scientific reference for assessing the flood risk after the adjustment of the land use nature of the plot.
