摘 要:为促进货流“公转铁”运输,打造低碳高效的运输体系,推动我国“双碳”战略目标的实现,考虑碳税机制,将碳排放量转换为碳排放成本,构建以最小化货物运输成本、换装成本和碳排放成本之和为目标的铁路驮背运输方案数学模型。基于交通网络基本原理,将运输网络换装节点进行扩展,以科学表示铁路驮背运输换装过程,并模拟各节点间的运输路径。结合算例,运用Lingo求解模型。研究结果表明:铁路驮背运输可有效降低货物运输成本和碳排放量;科学合理制定碳税税率能促使运输企业优化铁路驮背运输方案,降低运输过程中的碳排放量,有利于交通运输行业的低碳可持续发展。研究可为政府部门制定并优化交通运输行业碳排放政策提供借鉴。In order to promote the freight transport from highway to railway,build a low-carbon and efficient transportation system,and realize the“carbon peaking and carbon neutrality”strategic objectives in China,the carbon tax mechanism is considered,the carbon emission is converted into the carbon emission cost,and the mathematical model of railway piggyback transport schemes is constructed with the objective to minimize the sum of the freight transport cost,the transfer cost and the carbon emission cost.Based on the basic principle of traffic network,the transfer nodes in the transportation network are expanded to scientifically represent the transfer process of railway piggyback transport and simulate the transport path between nodes.Combined with an example,the model is solved by Lingo.The research results show that:the railway piggyback transport can effectively reduce the freight transport cost and the carbon emission;the scientific and reasonable formulation of carbon tax rate can promote transport enterprises to optimize railway piggyback transport schemes,reduce the carbon emission during the transport process,and be conducive to the low-carbon sustainable development of the transportation industry.The research can provide reference for government departments to formulate and optimize carbon emission policies in the transportation industry.
