摘　　要：高等教育创新是建设社会主义现代化强国的重要内容,是实现中国式现代化的重要组成部分,对于推动中华民族伟大复兴具有基础性、根本性作用。实现中华民族伟大复兴是中国高等教育的理想所在、信念所存、价值所依。高等教育创新是提升人才培养力的前提条件,是增强科技创新力的战略选择,是凝聚文化向心力的内在要求,是提高社会服务力的重要途径,高等教育创新为中华民族伟大复兴提供人才智力、科技引力、文化动力和社会合力的有力支撑。实现中华民族伟大复兴,必须以习近平新时代中国特色社会主义思想为指引,走中国式现代化道路,不断深化高等教育改革创新,始终把全心全意为人民服务作为高等教育创新的根本宗旨,把人民满意作为衡量高等教育成败的第一标尺和最高标准,推动高等教育高质量发展,构建多样性与现代性的高质量高等教育体系;必须从高等教育起点公平、过程公平和结果公平的维度出发,创新高等教育招生制度、资助制度和就业制度;必须与时俱进地创新高等教育管理体制机制,促进政府、社会和高校三者在高等教育管理中的协调一致,汇聚高等教育高质量发展的合力;必须把统筹兼顾贯彻落实到高等教育改革创新实践中,保持扩大规模、优化结构、提高质量、增强效益、办出特色的协调发展。Innovation in higher education is an important part in the construction of a modern socialist country and the realization of Chinese-style modernization.It plays a fundamental role in the great rejuvenation of the Chinese nation.The ideal,belief and value of China's higher education lies in the rejuvenation of the Chinese nation.Innovation in higher education is a prerequisite for the improvement of talent cultivation,a strategic choice for the enhancement of scientific and technological innovation,an intrinsic requirement for the cultural centripetal force,and an important way to improve social service ability.By providing talent intelligence,enhancing scientific and technological attraction,initiating cultural impetus and social synergy,innovation in higher education provides strong support for the great rejuvenation of the Chinese nation.To that end,we must follow the guidance of the Thought on Socialism with Chinese Characteristics for a New Era,stick to the path of the Chinese-style modernization.To deepen the reform and innovation in higher education,we must take serving the people wholeheartedly as the fundamental purpose,and take the people's satisfaction as the highest standard for the success of higher education.To build a quality,diversified and modern higher education system,it is necessary to innovate the enrollment system,funding system and employment system so as to achieve equity in terms of the starting point,learning process and education outcome in higher education system.It is necessary to innovate the higher education management system and mechanism constantly and promote the coordination and synergy among government,society and universities.Overall plan must be implemented in the reform and innovation of higher education,and balance among scale expanding,structure optimizing,quality improving,efficiency enhancing and characteristics creating must be maintained.
