摘　　要：新时代公安高等教育的关键是要在加强内涵建设和创建国内一流上下功夫。在总结传统公安人才培养体系的基础上,以全面提高人才培养质量为目标,坚持应用型人才培养定位一条主线,培养学生具有过硬的实战能力、较强的实践能力和较高的创新能力。为此,可以将优化人才培养方案、改革课堂教学模式、创新实践教学体系、打造智慧型教师队伍和完善协同育人机制作为五个实现条件,确保组织领导、建章立制、名师引领、研究创新、质量监控、信息技术、经费投入七个保障措施,最终实现省属公安本科院校内涵式、特色式发展。The key to public security higher education in the new era is to strengthen the connotation construction and create a domestic first-class.On the basis of the traditional public security personnel training system,in order to comprehensively improve the quality of personnel training as the goal,adhere to the application-oriented personnel training positioning as the main line,to cultivate students with excellent practical ability and innovation ability.Therefore,we can take the optimization of talent training program,the reform of classroom teaching mode,the innovation of practical teaching system,the creation of intelligent teachers and the improvement of collaborative education mechanism as the five realization conditions,and ensure the seven guarantee measures of organization,chapter establishment,teacher guidance,research innovation,quality control,information technology and fund investment,so as to realize the connotative and characteristic development of provincial public security colleges.
