教育考试组织动态调整方法与应用研究

摘　　要：高考等国家组织的教育考试是国内规模最大、组考最复杂的选拔性考试,是国家“教育、科技、人才”一体化战略的重要支撑。近年随着高考改革和其他考试改革的不断深入,考试体系变得越来越复杂,考试项目也越来越多,考试重叠和冲突的情况逐年递增,考试调整的复杂性前所未有。特别是近几年疫情等重大突发情况更是加剧了考试组织调整的难度。为系统梳理复杂背景下考试调整和评估的一般性方法,研究基于历史文献和上海市近年重大考试组织调整实践,首次提出了基于复杂疫情的考试组织可操作度模型TOOM(Test Organization Operability Model),并基于该模型采集的数据提出了求解最佳考试组织方案的方法。通过2022年上海市相关考试调整的实际应用,初步验证了TOOM模型及最佳考试组织方案求解方法的有效性,相关模型与方法可为教育考试在应对其他诸如地震、洪水、极端天气等重大突发事件时的连续动态调整提供借鉴和参考。National education examssuch asthe college entrance examination are the largest and most complex selection exams in China,serving as important support for the country's integrated strategy of "education,technology,and talent" .In recent years,with the continuous deepening of the college entrance examination reform and other examreforms,the exam system has become increasingly complex,and the number of exam items is also increasing.The situation of exam overlap and conflicts is increasing year by year,and the complexity of exam adjustmentsisunprecedented.Especially in recent years,major emergencies such as the epidemic have intensified the difficulty of adjusting exam organization.In order to systematically review the general methods of exam adjustment and evaluation in complex backgrounds,based on literature and recent major exam organization adjustment practicesin Shanghai,the Test Organization Operability Model(TOOM)aimed at the complex epidemic was proposed for the first time.Based on the data collected by this model,a method for solving the optimal exam organization plan was proposed.Through the practical application of the adjustment of relevant exams in Shanghai in 2022,the effectivenessof the TOOMmodel and the solution method for the best examorganization plan has been preliminarily verified.The relevant models and methods can also provide reference for the continuous dynamic adjustment of education exams in response to other major emergencies such as earthquakes,floods,and extreme weather.
