摘　　要：科技体制改革对实现我国第二个百年奋斗目标至关重要,而“揭榜挂帅”制度是我国科技体制改革中的重要内容,如何认识其重要性、厘清其战略定位,对深化我国科技体制改革极为重要,然而学界对此认识尚不清晰。从历史维度、应用维度和价值维度三个层面,在梳理国家规划文件和国家领导人讲话中的科研资助和“揭榜挂帅”的演进,在总结归纳科研资助手段之间以及“揭榜挂帅”制度自身类型之间的差异,在凝练全球科技创新发展趋势的基础上,详细分析“揭榜挂帅”制度产生的必然性、存在的必要性和发展的时代性。研究表明,顶层设计在科技创新方面的演进预示了“揭榜挂帅”制度的产生,具有历史必然性;“揭榜挂帅”制度在多方面弥补传统科研资助体系的不足,具有存在的必要性;在科技创新发展趋势上“揭榜挂帅”制度体现了需求侧创新导向、颠覆性创新导向、开放式创新导向和科技人才导向,具有时代性。The reform of the scientific and technological system is very important to the realization of China's second century goal,and the"Enlisting and Leading"is an important part of the reform of China's scientific and technological system.How to understand its importance and clarify its strategic orientation is extremely important for deepening the reform of China's scientific and technological system,but the academic community has not yet involved this.For this reason,this paper will sort out the evolution of scientific research funding and the"Enlisting and Leading"in national planning documents and national leaders'speeches from three aspects:historical dimension,application dimension and value dimension,summarize the differences between the means of scientific research funding and the types of the system itself,and condense the development trend of global scientific and technological innovation.On these bases,this paper makes a detailed analysis of the inevitability of the emergence of the system,the necessity of its existence and the times of its development.The research shows that the evolution of top-level design in scientific and technological innovation indicates the emergence of the"Enlisting and Leading",which has historical inevitability;the"Enlisting and Leading"makes up for the deficiency of the traditional scientific research funding system in many aspects,and it is necessary to exist;in the development trend of scientific and technological innovation,the"Enlisting and Leading"reflects the demand side innovation orientation,disruptive innovation orientation,open innovation orientation,and scientific and technological talents orientation,which is epochal.
