基于“工具-要素-时间”的我国研究生导师队伍建设政策分析

摘  要:导师是研究生培养的第一责任人,导师队伍建设是研究生教育改革的关键环节。构建“工具-要素-时间”三维分析框架,对2006年以来研究生导师队伍建设主题下相关政策文本进行量化分析,发现其特点为:政策工具使用较为多元,但存在结构性失衡情况;建设要素涵盖较为全面,但不同类别间分布不够均衡;政策工具与建设要素搭配呈现阶段性差异,适配性有待提高。优化研究生导师队伍建设政策的建议有:合理使用命令性工具,适量增加激励性工具、系统变革工具的使用;协同推进各类政策工具及其子工具在不同建设要素中的全面覆盖和均衡配置;增强政策工具与建设要素适配性,协同推进导师队伍建设的系统工程。Supervisor is the first person responsible for postgraduate education,and the construction of supervisor team is the key link of postgraduate education reform.Using"instrument-factor-time"to construct a three-dimensional analysis framework,this paper made a quantitative analysis of relevant policy texts under the topic of graduate supervisor team construction since 2006,and concluded the characteristics as follows:the use of policy tools is diversified,but there is a structural imbalance;construction elements cover more comprehensive,but the distribution among different categories is not balanced;the collocation of policy tools and construction elements presents the stage differences and their compatibility needs to be improved.The suggestions to optimize the policy of building the team of graduate supervisors include:rational use of imperative tools,increasing the use of incentive tools and systematically reforming the tools;promoting the comprehensive coverage and balanced allocation of various policy tools and their sub-tools in different construction factors;strengthening the compatibility of policy tools and construction elements,and promoting the system engineering of tutor team construction.
